The phrase "wheelchair bound", or a similar phrase "Confined to a Wheelchair", are offensive because wheelchair users (the proper term) would say their wheelchairs liberate them or set them free, it gives them greater mobility! Some wheelchair users would consider their wheelchair their "legs" or an extension of themselves, and certainly not something that bounds them.
